Could I please start a new discussion on the
increasing amount of dog fouling in the Lancing
area. Being a responsible dog owner myself, I
am appalled at the increase in fouling
especially around the North Farm
Barfield Park area. any suggestions on
improvement would be welcome.

thing I can think of is that when you are
out walking your dog take extra bags with
you and give them to others when their dog
is going to the toilet and just say 'you
seem to have come out without a bag, have
one of mine if they aren't clearing up after
their dog.

I think that is an excellent suggestion. My
friend has a Doberman and 5 children so
quite a few Joe Public seem to think that
she is probably a very irresponsible dog
owner and are only too ready to tell her or
her Husband
that it should not be allowed to have such a
big dog with such young children. People
seem expect the worst from them and yet I
know that she always clears up and has
plenty of bags to be able to offer them to
others
as an aid or just to make sure that they do
clear up. I would add that all of her
children and her beautiful dog are extremely
well-behaved.

Are there notices up
about dog fouling? - if not ring the
local dog warden and ask for them to be
put up. We did this in our road in
North Lancing, other roads had the
notices but we didn't and we had a bit
of a problem, so a quick call to the dog
warden and the same day they were up
with the notices. Fouling hasn't
completely stopped but almost.

What would be good is if a dog warden was
around making his/her present felt
occasionally. Never seem to see one these
days. Also those dog walkers that seem to
forget that they have a dog! The ones that
walk and leave the dog to meander behind
them. A dog out of sight is out of control.

You should not need notices putting
up to tell you something that is already
an offence - why do dog owners have to
be treated as lacking common sense,
should we have notices put up that it is
illegal to commit robbery, or arson
...? It is an offence to allow a dog
to foul any land in the open air to
which the public has access (see Dogs
(Fouling of Land) Act 1996 for full
definition) and surely a dog owner can
remember that without needing a notice.
The only time you need a notice is when
the (usually) local authority is
designating some further area as being
covered by the Act but this is nearly
always common-sense areas. Also note
that there is no automatic right to
allow a dog on a public footpath
across land - a public footpath is for
foot passengers only, the exception in
law is specifically for horses and that
is legally termed a bridleway.
